CONSTITUENCY DEVELOPMENT FUND OVERVIEW

THE MANDATE

The primary mandate of the Constituency Development Fund (CDF) is to promote decentralized development at the constituency level in Zambia, ensuring that local communities actively participate in identifying, planning,
and implementing projects that address their specific needs. The CDF aims to foster equitable development, empower local communities, and improve social services and infrastructure.

THE OBJECTIVES

  • Decentralization and Community Participation: It encourages citizen participation in identifying development priorities and implementing projects.
  • Community Development: It focuses on addressing the specific needs of each community, promoting inclusive growth and ensures that development benefits are distributed fairly across all constituencies.
  • Infrastructure Development: It supports the construction and rehabilitation of schools, health facilities, roads and other essential facilities such as water and sanitation to enhance living conditions.
  • Social Services and Empowerment: supports youth and women’s empowerment programs, promoting
    economic opportunities and provides resources for education, including bursaries and skills development.
  • Economic Development: It supports small businesses and cooperatives that promote local economic growth to reduce poverty and enhance livelihoods at the constituency level.
  • Transparency and Accountability: Ensure effective management, monitoring, and reporting mechanisms to build trust in public resource utilization.

THE IMPLEMENTATION STRUCTURE

The implementation structure of the Constituency Development Fund (CDF) in Zambia is designed to ensure efficient allocation, management, and oversight of funds at the constituency level. It involves multiple stakeholders, including government ministries, local authorities, and community representatives. The CDF is governed by the Constituency Development Fund Act No. 1 of 2024.

 

Key Components of the CDF Implementation Structure

 

  1. Ministry of Local Government and Rural Development
    • Oversees policy formulation, fund allocation, and monitoring and ensures there is compliance with CDF guidelines and legal frameworks.
  2. Local Authorities (Municipal and District Councils)
    • Act as the implementing agencies responsible for project execution and facilitate community engagement, project selection, and fund disbursement.
  3. CDF Committees
    • Composed of local leaders, civil society representatives, and technical experts who evaluate and approve community-driven projects for funding.
  4. Project Approval Process
    • Communities submit project proposals to the CDF Committee.
    • Approved projects are forwarded to the local authority for implementation.
    • Funds are disbursed based on project feasibility and budget allocations.
  5. Monitoring & Evaluation Mechanisms
  • The Office of the Auditor General conducts audits to ensure accountability, whilst Independent bodies and local stakeholders provide oversight and feedback.
